Pass on a Placement

Yesterday we were offered a Fostercare placement that I turned down. The offer was for a pair of sisters, one and two years old. Neither girl passed the "are they already potty trained" baseline test we are now using as our first screening tool. I didn't even ask if they would break up the set.
